noalloc: Tooling and libraries to enforce zero heap allocations in Golang github.com

The Consensus Labs released noalloc, an experimental Go tool that checks whether marked functions and their call trees allocate on the heap, and reports allocation sites. The repository also provides fixed-capacity data structures and generated JSON encoders and decoders designed to avoid allocations; it requires Go 1.27 or later.
